UP Mindanao: Petition to Defer Dr. Gilda Rivero’s Re-appointment as Chancellor

PETITION ON THE RE-APPOINTMENT OF GILDA RIVERO AS CHANCELLOR OF UP MINDANAO

We, the constituents of UP Mindanao, comprising the faculty, students and staff express our strong opposition toward the re-appointment of Gilda Rivero as chancellor of UP Mindanao in the next three years, 2010-2013 due to the following reasons:

1. Excessive spending of UP Mindanao funds during her investiture rites on 30 July 2007 amounting to P643,800.67 (not including small amounts charged to various accounts such as petty cash) despite lack of valuable university funds;

2. Whereas, based on the investigation made by the Commission on Audit (COA), citing COA Circular No. 85-55A(Amended Rules and Regulations on the Prevention of Irregular, Unnecessary. Excessive or Extravagant Expenditures or Uses of Funds and Property, the report states “As being irregular the amount of P269,584.67 or 72% representing the excess of the actual expenditures incurred over the budgeted amount of the investiture may be disallowed…”

3. Whereas, to date, the COA investigation has not been resolved and explanations of said expenses are yet to be submitted by Gilda Rivero.

Because of the aforementioned reasons, we request that this issue be given utmost attention and thorough investigation. We likewise request that the BOR defer Gilda Rivero’s assumption of office as UP Mindanao chancellor while the case is in progress.
