Once again, the Iskolars ng Bayan are facing another threat of laboratory fees increase. Chancellor Minda Formacion’s Memorandum No. 2010-03-23 states that all Deans in UP Visayas are requested to undertake a student consultation on the proposal to charge laboratory fees for specific PE courses. In UP Visayas, the proposal is to charge 100 or 250 pesos on selected PE courses and to increase the athletics fee from 55 pesos to 100 pesos.
The Katipunan ng mga Sangguniang Mag-aaral sa UP (KASAMA sa UP), the broadest and most comprehensive alliance of Student Councils, along with other student councils and formations in the UP System, strongly opposes the proposal of the UP Administration to charge laboratory fees on selected Physical Education courses and the increase of the Athletics Fee on the following grounds:
* There was no substantial, genuine and democratic consultation regarding the proposal
It is important to note that the memorandum issued by Chancellor Minda Formacion was dated March 8, 2010 and results of the consultation must be submitted on or before March 15, 2010. However, there was never a substantial, genuine and democratic consultation that happened in any of the UP Visayas units. This just shows that the UP administration is rushing the implementation of the said proposal even without the participation of the maximum number of students.
* The proposal is a clear manifestation of state abandonment and the worsening commercialization scheme of the UP Administration
It is stipulated in the Constitution that “The state shall promote and protect every Filipino’s right to education at all levels.” It is therefore the right of every Iskolar ng Bayan to acquire a quality and accessible education. The proposal to charge laboratory fees on selected PE courses is a clear violation of our constitution guaranteed right because the government is passing their responsibility to the shoulders of the students and even making the students pay for their rights. It is ironic that the people supposed to uphold the constitution are its number one violators.
As stated in the 256th meeting of the UP Presidential Advisory Council held on 16 November 2009,
The policy of not charging fees [tuition or laboratory] has given a rise to a situation where some constituent universities have had to look for other sources to maintain PE facilities and to purchase PE equipment and supplies [once the athletic fund] runs out]. The cost of maintaining PE Facilities and acquiring or replacing equipment and supplies keep on increasing and has therefore become a funding problem. It has affected the [quality] of teaching given the very limited facilities that are made available to the PE students.
The lack of budget stated in the excerpt is the result of the worsening budget cuts of the government to the education sector. Thus it is only proper that the UP Administration should unite with the students in fighting for higher state subsidy and not the other way around.
In the absence of our sole representation in the highest policy-making body of the university, the UP Administration thinks that they can weaken our collective efforts to fight for our democratic rights, for our right to education, and for our right to representation.
A challenge is thus posted to every Iskolar ng Bayan to stand strong and continue the struggle for our nationalist and democratic aspiration. Let us prove the UP Administration wrong and stand together against the implementation of laboratory fees in PE courses and the increase in the Athletics Fee.
