A RESOLUTION TO REAFFIRM COMMITMENT OF THE GASC* OF THE UNIVERSITY OF THE PHILIPPINES SYSTEM TO FIGHT FOR GREATER STATE SUBSIDY AND END THE EDUCATION CRISES
WHEREAS, quality and free education at all levels is an inherent right of every Filipino Citizen.
WHEREAS, the education sector last year sustained substantial budget cuts, with the University of the Philippines system incurring the largest budget cut in history;
WHEREAS, the General Assembly of Student Councils (GASC) deems this as outright abrogation of the administration of President Benigno Aquino III of its responsibility to provide quality and accessible education to its citizens;
WHEREAS, budget cuts to state universities and colleges (SUCs) were concurrent with even larger cuts in the health sector, housing, and other basic government services while there were hefty increases in military spending, pork barrel, and largely, for debt-servicing;
WHEREAS, this opens up social services to the private sector and their business interests, such that fewer people can afford them and they become accessible only to the privileged;
WHEREAS, the GASC of the UP System, realizing its commitment to advance the interest of the Filipino people, signed a manifesto calling for the Iskolars ng Bayan to unite and wage intensified actions to fight for greater state subsidies to education and basic services during its Assembly in October 2010;
WHEREAS, these intensified actions culminated in the student strikes held last November and December 2010 in all units of the UP System and were also participated in by thousands of students, faculty, university administrators and other sectors of SUCs;
WHEREAS, our unity and solidarity with other SUCs resulted in the restoration of P116M to the budget of SUCs but still fell short of the P1.1B that the SUCs demand for their Maintenance and Other Operating Expenditures and more for their Capital Outlay;
WHEREAS, the education crisis continues, and there is threat of further commercialization and privatization in the form of increased fees and other income generating schemes, due to the national government’s plan to steadily reduce funding for education and social services;
THEREFORE WE HEREBY RESOLVE to continue the fight, to launch more intensified actions that will engage the administration, the national government and other interested sectors in our struggle for genuine demands and democratic rights;
RESOLVED FURTHER, the GASC declares 19 July 2011 as a System-wide Day of Protest to call for greater state subsidy and for an end to the education crises, and to advance our right to free and quality education and other democratic rights.
