Choosing the Chancellors for UP Los Baños, UP Manila and UP Visayas  An Open Letter to the Board of Regents

Dear Honorable Regents:


The All UP Workers Union and the All UP Academic Employees union, the sole and exclusive negotiating agent of the rank-and-file administrative staff and the rank-and-file faculty and  REPS of the UP System, are aware that you will be selecting the Chancellors of UP Los Baños, UP Manila and UP Visayas this morning.

We appeal to you to place premium on the following criteria in your selection of the academic and administrative leader of our three constituent universities:


1)     We call on you not to reward those nominees whose track records are tainted with undemocratic practices by choosing them as Chancellor. The achievement of academic excellence cannot be divorced from the practice of democratic governance “based on collegiality, representation, accountability, transparency and active participation of its constituents” (2008 UP Charter, Section 3, (h). There are nominees who have violated the practice of democratic governance in the past—whether this be through the non-adherence to standing guidelines of BOR in the selection of departmental chair, or to the non-assertion of the decision of the majority of the members of the college council, or through the pretense of having undergone consultations when there were none and/ or through being part of a university administration which has not been forthright in the allocation of funds of the CU.


2)     We call on you to choose a Chancellor who can go beyond parochial concerns and has the capacity to unite the various groups in the constituent university for a united University of the Philippines system-wide.


3)     We call on you to choose a Chancellor who can provide the “enabling and nurturing conditions “(to quote UP Diliman Caesar Saloma) for all sectors in the CU so that they can contribute to achieving the vision of UP President Alfredo E. Pascual of a great university in the service of our people.
