2010 UP Faculty Regent Selection

Last September 27, 2010, UP President Emerlinda R. Roman released a memo (no. PERR 10-015) informing the general faculty of the 2010 UP Faculty Regent Selection. UP Diliman Professor and incumbent Faculty Regent Judy Taguiwalo’s term ends this year. Based on the practice of rotation, it is a faculty from UPLB’s turn to become Faculty Regent. Regular faculty members (Instructors to Professors) all over the UP system are allowed to nominate and select their Faculty Regent.

Pres. Roman said in her memo that all the University Councils (UC) of the constituents units of UP approved the 2010 Faculty Regent Selection Process. However, members of the University Councils and members of the All UP Academic Employees Union (AUPAEU) belied such statement since the draft of the selection process was not discussed during UC meetings. On the contrary, the said draft was just presented as a matter of “information” and not as something to be discoursed. Among the issues raised about the railroaded selection process document are (1) the “no campaign” rule, (2) taking a leave-of-absence and resignation from a professional organization (such as the faculty union) if nominated/selected as Faculty Regent, and (3) the electronic system of voting (which hasn’t been tested yet).

Oct 12-15 (Tuesday to Friday) Nomination Round

CUs shall determine their specific nomination schedules within this period and inform OVPAA of their schedules.

Oct 18 (on or before) (Monday) Submission of the results of CU nomination round to OVPAA
Oct 19 (Tuesday) • Submission of the results of nomination round to PERR by OVPAA

• Determination of top five (5) nominees

Oct 20 (Wednesday) Notification of top five (5) nominees; request for CVs and proposed plans of action as FR (PLAN)
Oct 18-22 (Monday to Friday) Distribution of usernames and passwords for electronic voting to qualified

voters by CUs

Oct 25-27 (Monday to Wednesday) UP System-wide dry run of SYSTEM
Oct 28 (Thursday) Deadline for submission of CVs and PLANs in hard and soft copies by top five (5) nominees to OVPAA
Nov 3 (Wednesday) • Distribution of copies of CVs and PLANs to CUs

• Uploading of CVs and PLANs in UP website

Nov 15/16-18

Election Round

Nov 26 (Friday) Proclamation of new FR by BOR

Via OVPAA Memo No 2010-28 List of UPLB Faculty Qualified, the list of UPLB Faculty qualified to be nominated for Faculty Regent was released.

The UP Administration also released a Primer on UP Faculty Regent Electronic Voting System.

The AUPAEU believes that a UP Faculty Regent:

1. has a track record of leadership and academic excellence.

2. upholds and defends faculty rights and welfare, as well as other UP sectoral concerns.

3.  is beholden to her/his constituents.

The Nomination Round starts on October 12-15, 2010.
